have an exemption clause in the Bill and the original
draft submitted to Dr. Ho Kai as Senior Chinese Member
contained such a clause.
It is therefore not correct to
say that the original intention was to exclude Chinese
absolutely from residing in the Peak District. Mr. May
assures me that no agreement was come to with the Govern-
-ment and the leading Chinese as a body or with any
particular members of it as stated in paragraph 13 of the
in para 3 Memorandum, and his Despatch referred to above shows that
the Chinese accepted the Ordinance as a reasonable
measure.
With reference to the opinion
I may inform Your Lordship that attributed to Dr. Ho Kai in paragraph 13, in an interview

with the Colonial Secretary subsequent to the alleged con-
-versation with Sir F. Piggott, Dr. Ho Kai expressed him-
-self as quite satisfied with the attitude adopted by the
Government in refusing exemption to Mr. Ho Tung; I may add
that I have been informed that an effort was made by Mr.
C. D. Wilkinson (who is known to be on specially friendly
terms with Sir F. Piggott and who is partner in a firm of
Solicitors in the Colony) in conjunction with Mr. Ho Tung
